Accessibility Statement

www.bcomm-scotland.independent.gov.uk is run by the Boundary Commission for Scotland.  We strive to make the website accessible to as many people as possible, and are working continuously to improve.  Using our website you should be able to:

  • change colours, contrast levels and fonts

  • zoom in up to 300% without the text spilling off the screen

  • navigate most of the website using just a keyboard

  • navigate most of the website using speech recognition software

  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

  • we have made the website text as brief and simple as possible to understand.

How accessible this website is

We know that parts of our website are not fully accessible:

Some PDF documents are not fully accessible to screen reader software due to tagging and reading order issues.   We are currently working to resolve this. Our interactive webmaps are also not fully accessible due to their interface component.

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances and exemptions listed below.

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

  • Success criterion 1.3.1: info and relationships – Some of our PDF documents do not identify headings, lists or data tables correctly. This means users using screen readers may not be able to follow the structure of a document, which in turn may affect their ability to access and understand the information. This doesn’t meet WCAG 2.1 success criteria: 

    • 1.3.2 Meaningful Sequence

    • 2.1.1 Keyboard

    • 2.4.3 Focus Order

Content outwith the scope of the accessibility regulations

  • PDFs and other documents

Most of our PDF documents are not properly tagged, or do not use accessible headings or structures. This means that they do not meet the success criteria for navigation set out in standard 2.4.6 of the Web Content Accessibility Guidelines version 2.1 AA.   We are working to resolve this.

  • The accessibility regulations don’t require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.
  • The interactive mapping element of this website and the tools that relate directly to its use are not within scope, as online maps and mapping services are exempt by virtue of paragraph 4(2)(d) of the accessibility regulations(external link opens in a new tab).

This website was last tested on 16/10/2023. The test was carried out by Central Digital and Data Office where sample data was used.
